China unveils climate change plan??

From today's Guardian article-China unveils climate change plan >>
"China vowed to blaze a new path to industrialisation today as it unveiled its first national plan on climate change".
Is this a richochet from last week's Kyoto diversion for a new Bush engineered plan for the US, China and India - as a collective shield from criticism prior to the upcoming G8 meetings in Germany this week? If so the next lob will be coming in from New Delhi, with a 3rd piece from the big three emitters. Notable in the Guardian text was that China>>>
"refused to accept binding targets for emissions, saying wealthy developed nations must take the bulk of the responsibility for the problem." & that
"The country's rapid growth and reliance on coal for 70% of its energy needs are pushing China to overtake the US as the world's biggest emitter of greenhouse gases, possibly as early as this year."
Look's like the #1 slot is up for grabs.

Not always fair to compare
Not always fair to compare anybody on the efficiency scale with Japan, but "industry is so inefficient that China uses seven times as much energy as Japan for each dollar of GDP" strikes me as a crazy reality that certainly needs addressing and I hope this effort does find a solution as having two major polluters in competition is not ideal.
How do we truly begin to recognize the sever lackings of industrialization and find a fulfilling alternative - it seems the US doesn't really "have to" (in our priveledged minds) but with China's development they have a great opportunity for innovation and redefining progress.
"The carbon footprint of the average Chinese citizen is less than a fifth of that of an American, and just over a third of a European's."
